Moves affected by sheer force dont activate emergency exit. im assuming toucannon had sheer force on the first battle. it sounds weird on paper, but sheer force negates all secondary effects from the move, so even stuff like life orb recoil, and kings rock is blocked. so im guessing emergency exit's effect is considered secondary and turns the
