As far as I know, "Daedric Pray" takes longer to detonate while dealing the same amount of damage. Velocious Curse on the other hand takes almost half of the time than daedric pray to detonate, and deals the same amount of damage, hence resulting in more dps because you can get almost 2 curses off by the time you would have gotten Usage: a low cost bursting ultimate used in PvP only because Standard does so much more damage in PvE.
