I had the same issue on my local server. I managed to fix it by disabling all aquatic creatures. Note that there are a LOT of aquatic creatures. Make sure you got all of them. Amplagged. So Mo' Creatures doesn't know what biome you are currently in and therefore doesn't spawn any mobs.
